In 2023, Thai authorities launched the Anti-Online Scam Operation Center (AOC) to combat the growing problem of cybercrime in Thailand. This initiative aims to streamline the reporting and remediation process for victims of online crimes and enhance the government’s ability to pursue cybercriminals.

Cybercrime in Thailand

Online scams pose a significant threat in Thailand. According to reports by the High-Tech Crime Division at the Thai Cyber Crime Investigation Bureau, there are around 700 scam and fraud cases occurring daily, with e-commerce scams being particularly prevalent, accounting for around 40% of Thai cybercrime. These online frauds have resulted in substantial financial losses of approximately 45 billion baht over 2023 and the first half of 2024.

AOC: A Centralized Approach

Victims of online scams have previously faced a cumbersome reporting process, often requiring contact with multiple agencies. The AOC simplifies this process by offering a single point of contact. Individuals can report suspected online scams 24/7 by calling the AOC hotline at 1441. Operators will provide guidance and necessary steps to protect financial assets. The hotline also provides advice and information regarding cybercrime, how to avoid online scams, and damage control measures after encountering a scam.

Faster Resolution and Technological Support

The AOC leverages advanced technology to expedite investigations and improve efficiency. An artificial intelligence-based platform gathers and analyzes big data to identify and prevent online threats proactively. This platform also integrates with the Central Fraud Registry and telecommunication data exchanges, facilitating collaboration between relevant agencies. This integrated approach allows for quicker freezing of fraudulent bank accounts as well as the cancellation of recent transactions, minimizing financial losses for victims. Before the AOC, this process could take weeks or even months. Under the new system, fraudulent bank accounts will be frozen within one week.

Collaboration and International Cooperation

The AOC represents a collaborative effort by various Thai government bodies, including:

  • Ministry of Digital Economy and Society (DES)
  • Anti-Money Laundering Office (AMLO)
  • Bank of Thailand
  • Thai Bankers Association
  • Department of Special Investigation (DSI)
  • National Broadcasting and Telecommunication Commission (NBTC)
  • Cyber Crime Investigation Bureau

Additionally, discussions are underway with neighboring countries to establish cross-border cooperation in tackling online crime.

How to Contact the AOC

Thailand’s Anti-Fake News Center has issued a warning regarding scammers posing as AOC officials and deceiving individuals through fake social media accounts under the AOC’s name. Emphasizing the importance of vigilance, the watchdog clarifies that the AOC solely operates through 1441, its official 24-hour hotline, and has no presence on social media or the internet.

The AOC’s Significance

The establishment of the AOC demonstrates the Thai government’s commitment to protecting its residents from online scams. This centralized approach, coupled with advanced technology and inter-agency collaboration, aims to provide a more effective response to cybercrime. By simplifying the reporting process, accelerating account freezing, and fostering cooperation, the AOC empowers victims, deters criminals, and contributes to a safer online environment.
